The Public Service Day National Committee

 

Terms of ReferenceTerms of Reference

The Ministry of the Public Service (MPS), administers the Belize Public Service Day and Awards Programme which is an initiative to facilitate a cultural shift of recognition and appreciation and by extension service excellence.  This also is a key area of result for achieving the objectives of the Customer Service Policy for the Belize Public Service.  Furthermore, the Government of Belize, since 2005 has endorsed the United Nations Public Service Day, and joins countries around the world in commemorating this special day annually on 23 June.

The main objective of Public Service Day is to educate Belizeans on the value of public officers and the Public Service to the community and highlight our contribution to the development process, promote government employment and careers and to recognize and reward excellence and commitment within the sector.

To ensure inclusivity, representatives from across the Public Service are appointed to serve on the Public Service Day National Committee (PSDNC), which is reactivated annually to coordinate the events surrounding this special day. 

 

Responsibilities:

i. Attend meetings of the national committee and actively participate in the planning, promoting and executing of  activities surrounding PSD,
ii. form local sub-committee and lead the planning, promotion and execution of activities as agreed upon and carrying the message of the national committee.
iii. select the winning theme under which Public Service Day is celebrated yearly.
iv. liaise with ministries and departments to encourage participation and representation in the different events, particularly the information fair, which is aimed at educating the community about the value of public officers and the Public Service to Belize’s sustainable economic development and better quality of life for Belizeans. 
v. advise generally on ways of using PSD as  a platform for improvements in service delivery and customer satisfaction
vi. prepare and submit reports (progress, closure and financial) reflecting successes, challenges and recommendation.

 

Composition of Committee

The PSDNC membership may consist of not more than two persons from each district and three from Belmopan and Belize City, in addition to a secretary and chair or vice chairpersons who preside over meetings.  The national committee meets periodically throughout the year while the sub-committees meet more regularly to plan at the local level. The meetings will be centralized in Belmopan and Belize City on an alternate basis, and where possible be carried virtually in consideration of convenience and cost. 

The committee is to submit a closure report to the CEO of Ministry of the Public Service within one month of Public Service Day each year.  This report is to include a financial breakdown, the successes and challenges, as well as recommendations for improvements.

 

Funding 

The MPS is responsible for all expenses by the Committee
